A Certificate of Conformity (CoC) is a critical legal document issued by the relevant local authority that certifies a building has been constructed in strict compliance with the approved architectural and structural plans, zoning regulations, and building codes. For apartment buyers in Sri Lanka, the CoC serves as formal proof that the development adheres to all legal and safety standards, ensuring the property is safe, habitable, and fully authorised.
Obtaining a CoC is an essential step for both buyers and lenders. Without this certificate:
- Banks may refuse housing loans:Financial institutions typically require a CoC to ensure that the property is legally constructed before approving mortgage or loan applications.
- Ownership transfers cannot be completed:A deed of ownership cannot be issued without a valid CoC, making the property non-transferable.
- Future resale becomes difficult:Buyers may struggle to sell or lease the apartment, as prospective purchasers and tenants often request proof of compliance.
